Get Executive-Ready Clarity on Your Policy Risk—
Policy exposure often forms early in the legislative cycle, before positions fully solidify. The Policy Vulnerability Diagnostic™ gives you a concise, decision-ready snapshot of where your organization is most vulnerable—and what requires attention now.
Executive Diagnostic Reports are delivered within two business days of submission, following executive review.
Early-stage policy signals begin 60-90 days prior to session reconvening. These signals are often overlooked and shape the conditions in which your organization will operate in the months ahead, shaping organizational exposure ahead of visible action. These signals continue to evolve rapidly once session begins, often amplifying pressure on funding, compliance, and operations in the first weeks. Key indicators include-
Interim committee activity
Agency guidance shifts
Pre-filed legislation
Budget indicators
Leadership transitions and priority-setting
Without visibility into these developments, organizations enter session reactive, misaligned, and unprepared for rapid movement.
Clarity now enables:
Proactive planning before volatility increases
Stronger internal alignment heading into session
Reduced operational and funding uncertainty
More stable decision-making in the opening weeks
The Policy Vulnerability Diagnostic™ is purpose-built to help leaders gain this clarity before the risk window accelerates.
The Executive Diagnostic Report (EDR)
A structured 1-page report of your early-session exposure, organizational vulnerabilities, and potential pressure points.
Categorized Vulnerability Areas
Your exposure levels are prioritized into clear tiers—Elevated, Moderate, or Low—based on patterns derived from your responses.
Key Exposure Indicators
Signals revealing how your organization may be affected and is positioned to adapt to legislative, regulatory, or political shifts on the horizon before and during early legislative activity.
Early-Session Readiness Indicators
Specific early-stage signals you may not yet have visibility into—but which will influence your early-session landscape.
Optional 20-Minute Debrief Call
A brief walkthrough of findings to ensure clarity and answer high-level questions (not strategic consulting).
Executive Diagnostic Report Delivery
Executive Diagnostic Reports are delivered within two business days following review, reflecting a deliberate, executive-level assessment process.
This Diagnostic is built for mission-driven leaders who need rapid clarity before legislative session and that:
Operate in policy-sensitive or regulated environments
Need clarity before legislative volatility accelerates
Want to identify blind spots without a full consulting engagement
Are preparing for funding, compliance, or programmatic shifts
Require rapid insights to support internal alignment
Want to enter session informed rather than reactive
If policy or funding volatility could impact your mission, this Diagnostic is the fastest way to understand your exposure.
Federal and state policy risk does not begin when legislative sessions formally convene — it intensifies.
Early exposure often emerges before and during the opening weeks of session, through pre-filed bills, committee activity, executive action, agency guidance, funding signals, and early leadership priorities.
The Policy Vulnerability Diagnostic helps organizations assess where policy, funding, and operational pressure may surface as these dynamics accelerate, providing leadership with structured visibility when response windows narrow and decisions compound.
Developed by our Chief Executive Officer and Chief Innovation Officer, Krystel Reid Heath, MSW, drawing on more than 20 years of leadership in governmental relations, policy analysis, and nonprofit strategy. The methodology of the Policy Vulnerability Diagnostic™ reflects real-world policy complexity because it was shaped by work that includes previously:
Serving as Policy & Outreach Manager at South Carolina Housing (SC Housing), where she co-led the South Carolina Housing Solutions Task Force, collaborated with the SC Emergency Management Division, SC Disaster Recovery Office, FEMA, and HUD on statewide resilience initiatives, and co-developed the State’s Housing Action Plan, supporting the State in securing $150M+ in HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) funding for disaster recovery and long-term housing stabilization.
Serving on the South Carolina team with the South Carolina Department of Social Services to the National Governors Policy Academy, working across 12 states to advance child welfare policy reform.
Providing policy analysis and commentary through media outlets, building on prior work hosting the weekly televised public policy segment with WACH-Fox 57, “The Political Pulse,” where she delivered accessible, rigorous analysis of government actions, state and federal level policy shifts, and legislative developments.
Previously teaching research methods, program evaluation, and advanced policy analysis courses as an adjunct professor at the University of South Carolina, College of Social Work.
Our Civic Strategy Briefings have positioned mission-driven leaders to navigate federal and state disruptions — the PPRF brings that same intelligence into a comprehensive, ready-to-implement system.
These experiences shaped the structure, methodology, and analytical rigor of the Policy Vulnerability Diagnostic™, ensuring it reflects real-world policy volatility, multi-agency operational challenges, and the decision environments organizations must navigate today.
